Rory Clark is the managing partner and founder of Clark & Associates, P.C. Rory concentrates his practice in the areas of corporate and non-profit law, business transactions and litigation, intellectual property law and litigation, real estate and land use law and litigation, business succession planning, individual estate planning, administration, and litigation. Prior to forming this firm, he was a partner for 13 years in the Tysons Corner firm of Foust & Clark, P.C.

Rory was raised in Northern Virginia and attended college and law school in the Commonwealth. Rory lives in Loudoun County with his family and is actively involved in the local community.

Rory is also in the Managing Member and founder of Virginia Legacy Tax Credit Exchange, LLC. Virginia Legacy helps Virginians preserve and protect significant scenic and historic properties in the Commonwealth and create significant Virginia tax credits, through conservation easements and rehabilitation of historic structures. The Company also makes a market to match purchasers and sellers of Virginia Open Space Tax Credits and facilitates the creation of partnerships and lease arrangements to maximize the value of Virginia Historic Rehabilitation Tax Credits.

COMMUNITY SERVICE

Rory serves on the Loudoun County Board of Zoning Appeals. He was appointed by the Judges of the Loudoun County Circuit Court to serve on this quasi-judicial body that interprets and implements the zoning ordinance in Loudoun County, one of the fastest growing counties in the United States, and hears appeals of decisions of the Zoning Administrator.

Rory is a member of the Board of Directors of the George C. Marshall International Center, which owns and operates Marshall's historic Loudoun County Home, Dodona Manor.  He has served as Treasurer, Chairman of the Finance Committee, and Secretary of the organization and served for several years on its Executive Committee.

In January 2011, the Virginia General Assembly confirmed Rory's appointment by Governor Bob McDonnell as the Commonwealth's Escheator for the 20th Judicial Circuit.  

In 2010, Rory was elected to the Board of Directors of the Great Meadow Foundation, home of the Virginia Gold Cup.

Rory is also the Chairman of the Board of Old Dominion Academy, a new high school for children with learning differences. 

Rory is an active member of St. James Episcopal Church in Leesburg, Virginia, where he has served as Senior Warden and Junior Warden of the Church and as a member of the Vestry. He serves as Chairman of the Church's Planned Giving Committee, and he represents the Church and its building committee in relation to the Church's current renovation and expansion.

Rory is the Chairman of the Piedmont Region Selection Committee of the Jefferson Scholars Foundation, which supports the Jefferson Scholars Program at the University of Virginia.

Rory serves as General Counsel to the Central Loudoun Basketball League and recently completed the successful merger of that league with the Harper Park Basketball League.

Rory served six years on the Board of Directors of Community Residences, Inc., a 501(c)(3) charity that serves the disabled community in Virginia and Maryland. He served two terms on the Executive Committee and served as Chairman of the Finance Committee overseeing an annual budget of over $18 million.

Rory has been active in the United States Tennis Association as a player and volunteer. He has served as the President of the USTA/ Virginia District and founded the Virginia Tennis Foundation. He has also served as a member of the Board of Directors of the USTA/Mid-Atlantic Section and has chaired several of its key committees. At the local level he owns, with his wife, Home Court Tennis Leagues, Inc. which operates tennis leagues in the Northern Virginia area.

PERSONAL INFORMATION

Rory is married to Ingrid Hetz Clark and is the father of two boys, Justin and Scott. He coached youth basketball in Vienna and Fairfax County for eight years before his own children were born. More recently, he coached the Smarts Mill Middle School 6th Grade Boys Team in Loudoun County. Rory also enjoys flying private planes. He and his family live on Catoctin Ridge in Loudoun County, Virginia.
